PLEASE HELP!!!!

Im stuck on level 10 on the mission that says "2 wheels, shades and ink only" I dont even know what that means could someone help me with it Ive been stuck right their for the past two weeks and its so annoying I purchased nearly every item and I cant seem to pass that one mission on level ten.... Plz help
